To enable said study commission to carry out the studies <br />above set forth, we recommend that said study commission be <br />authorized to employ the services of competent engineers, <br />attorneys and other technicians from local irrigation, con- <br />servancy, conservation, drainage and other districts, and <br />private individuals and firms within the State, any contracts <br />of employment to be subject to the approval of the Director <br />of the Colorado Water Conservation Board, the Governor (or his <br />duly authorized representative>, the Attorney General in the <br />case of attorneys, and such other officers of the State of <br />Colorado as may be required by law. Said study commission and <br />its engineers, attorneys or other technicians should carry out <br />its studies in close cooperation with the Director of the <br />Colorado Water Conservation Board, its engineers and legal staff, <br />and the staff of the Upper Colorado River Commission. <br /> <br />6. We recommend that said study commission be directed to make <br />written reports, from time to time, to the Colorado Water Con- <br />servation Board as to its findings with respect to the matters <br />set forth above, the first of such reports to be made before <br />January 1, 1959, and that such reports should include, among <br />other things, any recommendations which said study commission <br />may have. <br /> <br />7. We recommend that all expenses to be incurred by said study <br />commission in connection with making such reports, including <br />the cost of preparation of the same and the costs of hiring <br />the services of engineers, attorneys and other technicians, be <br />reimbursed and paid from the funds nOW available to the Colorado <br />Water Conservation Board heretofore appropriated by the State <br />Legislature. <br /> <br />8. In connection with the studies herein recommended to be. <br />undertaken, it is recognized that an earlier report covering <br />certain portions of the matters to be investigated by said <br />study commission is already available, said report having been <br />prepared in 1953 by the engineering firm of Leeds, Hill and <br />Jewett. This report, however! was made on somewhat short notice <br />and has not received universa acceptance in the State. The <br />. work undertaken there and the matters covered must be extended, <br />completed and defined to the point where citizens generally <br />throughout all major sections of the State will give acceptance <br />to the data developed. <br /> <br />The Colorado Water Congress stands ready to be of any <br />assistance that it can to the Colorado Water Conservation Board <br />in connection with the implementation of the recommendations <br />made herein and is ready and willing to cooperate to the fullest <br />with the Board to the end that if the Board is disposed to under- <br />take the studies herein recommended, said studies can be carried <br />forward immediately and to the advantage of the people as a whole <br />in the State. <br /> <br />'I <br /> <br />1 <br />
