BARNARD, JR: "That is the matter of first concern. <br />The plan comprehends the working of the staff. <br />All the time the staff can give to the plan <br />essentially adds to the assistance of the staffs <br />of the local agencies. That is the purpose for <br />which the money was appropriated. The staff, <br />of course, will do all the work that they can, <br />but they will be supplemented by people who have <br />worked with this problem and have the background <br />in it. If we had another year and a half, it <br />would be different, but we don't have the time. <br />It's got to be an extremely rapid program. There <br />is no sense in not utilizing the technical ex- <br />perts of the local areas in getting the work done. <br />That's 'the sum and substance of the proposal." <br /> <br />I <br /> <br />MR. SAUNDERS: "I think that the suggestions that have been <br />made here by Mr. Peterson, Mr. Stapleton, Mr. <br />Sparks and:,Mr. Barnard are, all consistent with <br />each other. If you will read the second para- <br />graph of this recommendation, it is that initial- <br />ly we recommend that five members be appointed <br />by the Colorado Water Conservation Board from <br />nominations made to it by the major water areas, <br />having special training in the field of water <br />law or engineering and prominent in the water <br />matters of such areas'; that they represent five <br />areas which are already clearly established and <br />also authorized. There couldn't be any legal <br />complications or a possibility of this Board <br />getting itself in the middle of a law suit. <br />Instead to actually appoint a member from the <br />South Platte Water Conservancy District to serve <br />in such capacity pending a final determination <br />of the status of such district. To avoid any <br />argument with anyone o~ that side of controversy, <br />to have that district appoint an observer so if <br />the district is clearly informed on any work <br />the committee has done, it will not be jeopar- <br />dized by having one of it's members cut off, <br />you might say. That would not be essential. <br />That member could either be an observer or an <br />actual member but the recommendation was made <br />to avoid the possibility of this Board getting <br />into any controversy. Now, before this thing <br />will become very effective, such a committee <br />must be appointed to work out a real constructive <br />program for action and come back and present it <br />to this Board just as Mr. Stapleton has suggest- <br />ed. <br />
