Application Summary

This is an application for a conditional storage water right for an on-charmel reservoir on the Fraser
River near Winter Park. Applicants propose to construct Idlewild Reservoir in the proximity of
Idlewild Campground in Grand County. This reservoir will serve as part of an overall integrated
water supply system owned and operated by Applicants Grand County Water and Sanitation
District, Winter Park Water and Sanitation District, and the Town of Winter Park.

The Applicant's proposed water storage right will inundate the CWCB's instream flow water right
on the Fraser River.

Other Objectors

Trout Unlimited, the City and County of Denver acting by and through its Board of Water
Commissioners, and the Municipal Subdistrict, Northern Colorado Watcr Conservancy District
also filed Statements of Opposition to this application.

Contact with Applicant

CWCB Staff and the AG's Office discussed the Board's inundation procedures with the
Applicant's attorney, who informed Staff that the Applicant intends to negotiate with Denver and
the Northern Colorado Water Conservancy District and to further evaluate certain aspects of the
proposed reservoir project before submitting a request to inundate to the CWCB.
