<br />I <br /> <br />I <br /> <br />I don't know how many of you have reviewed completely the National <br />Water Commission's full, fifteen hundred-page report. We have had <br />the staff working on it for some time. As I recall, there were three <br />places where the state of Colorado could communicate its position <br />on this report. One was in Phoenix a couple of weeks ago, one is in <br />New Orleans and the last place is in Washington. Originally, we had <br />been scheduled to make a report on the 11th of this month in Phoenix. <br />Some of the board members met with the Governor and suggested that <br />it was premature for a statement of position be made at the meeting <br />in Phoenix and the Governor agreed. <br /> <br />For some of you, I see mostly old, familiar faces, but for some of <br />you that are new, under our state statute the Colorado Water Conser- <br />vation Board is the water policy board for this state. We all <br />thought it was the responsibility of this board to take a position, <br />review the report and the summary that had been made by the staff <br />and give the director some specific directionB. It is hoped that <br />this meeting can cover this item sufficiently to come to a position. <br />I think we all recog~ize that this may not be possible and that it <br />may be necessary to schedule another special meeting of the board to <br />further consider the report of the National Water Commission prior <br />to - when is it scheduled in Washington, now? <br /> <br />~~. Sparks: In Washington, February 8. <br /> <br />Mr. Stapleton: February 8, so we are talking about a meeting in the <br />next couple of weeks, if that becomes necessary. We have a couple <br />of reports that have been circulated to the members of the board <br />and those on the mailing list in regards to the proposed report. So <br />I think it is well that Larry make a re-emphasis of what he has <br />gleaned from the report so far, what he found out in Phoenix and <br />what recommendations he may have at this time for the board to con- <br />sider in connection with the February 8 meeting. Director Sparks. <br /> <br />Mr. Sparks: }tr. Chairman, members of the board and guests, I will <br />review briefly the background of this report and then get into an <br />item by item summary of those portions of the report that will <br />require some policy decision by this board. <br /> <br />On November 14, 1972, we received a copy of a proposed report of the <br />National Water Commission. This report was prepared pursuant to <br />the National Water Commission Act of 1968 enacted by the Congress. <br />Under that act, a National Water Commission was constituted for the <br />specific purpose of making recommendations to the President and to <br /> <br />-2- <br />
