First of all, I think that this is so important that what- <br />ever a committee does worl.ing with the ad hoc committee and so forth, <br />i~ ought to be referred bad. to the board. I just don't think any- <br />body should t~.e the responsibility, so I would suggest a motion <br />something like this. That the board go on record as stating there <br />was need for constitutional and/or statutory changes to recognize the <br />value of minimum stream flows in the state and that this is an expressed <br />desire of the people of the state of Colorado which we recognize. I <br />suggest that the director, the chairman and the attorney for the board <br />meet with the ad hoc committee and others to formulate a procedure <br />to accomplish this in the most expeditious and practical way and to <br />report back to the board at the earliest opportunity at a meeting <br />scheduled for this purpose. In the meantime, t:he director '<lill J.eep <br />in close touch with the legislature so that they know what steps we <br />are taking to effectuate this. <br /> <br />I.k.
