It <br />is time we looked over what we have and consolidate some of the <br />multitude of agencies that we already have. <br /> <br />I <br /> <br />l~. Stapleton: Well now, Larry, how soon can you revise this in terms <br />of what we have done in the last hour and fifteen minutes? <br /> <br />l~. Sparks: I can have it done by perhaps the middle of next week. <br /> <br />~~. Stapleton: All right, that's about the 25th or thereabouts. Hay <br />I suggest that Larry get his report out in the mail next Wednesday <br />night and that by next Monday anyone ,1ho wants a special meeting of <br />the board to consider the report before it is submitted to the <br />governor, let us know. <br /> <br />l~. Cornelius: l~. Chairman, before you go on, I want to question <br />Larry about one particular thing. <br /> <br />i~. Stapleton: All right, Quincy. <br /> <br />i~. Cornelius: On that part that pertains to reclamation projects, <br />the report recommended that those projects that have been authorized <br />ten years and not constructed be immediately disauthorized. <br /> <br />l'~. Sparks: Yes, it is in there. It is a carryover from the I'Tater <br />Council report which recommended that a five-year period. I don't <br />really worry about that part because I don't think Congress is going <br />to buy it anyway. As a matter of fact, all these things we are <br />talking about will have to be acted on by the Congress. That's where <br />the real battle will ~)e fought. <br /> <br />l,~. Stapleton: The next agenda item is the discussion of the proposed <br />amendment to the state constitution in regard to water rights. It is <br />agenda item number 3 and you have a report from ~~. Sparks and a <br />proposed constitutional amendment. As I recall, this was initiated <br />by Governor Love. It was proposed in the last session and Larry has <br />been getting several drafts out and he has been meeting with various <br />groups. <br /> <br />Before the Sunshine L~~ was enacted, it was very difficult to get any <br />legislative history about not only statutes, but constitutional amend- <br />ments. Obviously, that is all going to change. I would presume that <br />in many respects the background for a constitutional amendment if that <br /> <br />I <br /> <br />-19- <br />
