<br />The report also states that city governments should put into effect <br />water conservation plans designed to minimize waste and make more <br />efficient use of present supplies. This is what the cities are already <br />trying to do. Apparently, somebody is under a misconception of what <br />the current program is about as far as municipalities are concerned. 1-. <br />They have to pay the full cost with interest. However, if given a <br />chance here they can get some subsidy; I don't think the cities will <br />object. <br /> <br />In the field of recreation, the report recommends that recreation at <br />federal reservoirs be elevated to a high priority. It seems to me <br />that this has already been done. However, the report recommends that <br />the law be amended to permit federal assumption of the costs of con- <br />structing and operating recreationai facilities. This would be a <br />considerable change. At the present time, recreation is on a cost- <br />sharing basis. The state or local entity has to put up fifty percent <br />and the federal government puts up fifty percent. The report recom- <br />mends that recreation admission and user fees be charged wherever <br />practicable. It further recommends that in the event that the fees <br />collected are not sufficient for operating costs, then consideration <br />be given to assessing such costs against water and power users. I see <br />nothing'\~ong with this paragraph, except as to why water and power <br />users should pay for recreation. Perhaps people should pay them to <br />use their facility. l'fuen the report says the water and power users <br />should pay for somebody else using their facilities, that is nonsense. <br /> <br />l.~. The recreationist is the one guy that has never <br />really paid his part of the cost towards reclamation or water develop- <br />ment projects. From my own standpoint, I would like to recommend that <br />they start paying their fair share of the recreation cost. <br /> <br />~~. Sparks: The city of Denver built Dillon Reservoir at a consider- <br />able expense. Thousands of people use the lake and adjacent areas <br />every year. Why should Denver pay for those people using its reser- <br />voir? It should be the other way around. The people who built the <br />reservoir should receive some benefit from building it. <br /> <br />1 <br /> <br />In the field of environment, the Commission recommends more public <br />participation in tbe planning process, and that complete environmental <br />consideration be given.
