Sparks: The report is somewhat ambiguous as concerns irrigation <br />assistance from power revenues. By that, I mean it is rather difficult <br />to determine what the report really states. The implication is, how- <br />ever. that power revenues should be terminated as a source of assist- <br />ance to irrigation projects. The report fails to state what evil <br />there is in generating power as a part of reclamation projects. Power <br />generation is a valuable by-product of water storage. During the <br />history of reclamation. power generated by various projects has con- <br />served millions of tons of fossil fuels which are now being depleted <br />at an alarming rate. The only inexhaustible source of energy utilized <br />by mankind today for the production of electricity is the force of <br />falling water. This type of energy production is the only type which <br />produces no.pollution. It appears therefore that it should be encour- <br />aged, rather than discouraged. <br /> <br />~rr.
