<br />" <br /> <br />- 3 - <br /> <br />. they flow (Pueblo County, El Paso County, Teller County, Pueblo, Colorado Springs, Fountain, Green <br />Mountain Falls, Manitou Springs, Monument, Palmer Lake, and Woodland Park). In addition to posing flood <br />risks, both streams exhibit significant erosion, deposition and channel migration behavior. Such behavior <br />resulted in a Presidential Disaster Declaration in 1999. <br /> <br />Previous engineering studies have identified the lOO-year flood flows and flood hazard areas for Fountain <br />Creek and Monwnent Creek. Now, as part of an ongoing Corps of Engineers watershed study that is <br />addressing a range of watershed issues, the Corps' consultant, URS, has completed a new flood hydrology <br />analysis. Site visits, meetings, and technical reviews have been conducted by the CWCB, FEMA, Corps, and <br />local officials regarding both the overall watershed study and the specific flood hydrology component of the <br />larger study. All significant technical concerns raised during the reviews of the flood hydrology have been <br />addressed. There appear to be no remaining major technical problems or issues with the hydrologic results. <br />CWCB staff has utilized the CorpsIURS hydrology analysis and prepared a summary report that addresses <br />flood hydrology only for the mainstems of Fountain Creek and Monument Creek. <br /> <br />The CorpsIURS hydrology analysis developed updated flood flows for existing hydrologic conditions (2005) <br />and for future hydrologic conditions (2025 - 2030). The CWCB report includes both the existing conditions <br />flows and the future conditions flows. Recently FEMA updated its mapping policies to allow, under certain <br />conditions, the utilization of future conditions flows if requested by local governments. The City of Pueblo <br />and Pueblo County have indicated that they are likely to request the utilization of future conditions flows <br />within their respective jurisdictions as part of the preparation of the Pueblo County DFIRMs. Such mapping of <br />future conditions floodplains, if carried out, would be consistent with CWCB technical standards. <br /> <br />. Community response: Local officials in the three counties and the eight municipalities requested the <br />watershed study. They participated in the development of the Scope ofW ork, which includes the development <br />of new floodplain information for their communities. They have all shared in the cost of the watershed study <br />(including the cost of the flood hydrology analysis) with the Corps of Engineers and CWCB. Local officials <br />have been apprised of study progress and results (for the overall watershed study and specifically for the flood <br />hydrology analysis) via several progress meetings and site visits, and they are in agreement with the study <br />results. CWCB staffinformed local representatives at a Fountain Creek Watershed Study Technical Advisory <br />Committee meeting held on October 21, 2005 in Colorado Springs of the CWCB's willingness to consider <br />local requests for Board designation and approval of the new flood hydrology information, of the procedures <br />involved in CWCB designation, and of the reasons for designation and approval. No objections to such a <br />Board action were expressed to Board staff at that October 21 meeting. Subsequently, fonnalletters of request <br />for designation were submitted to CWCB by Pueblo County and the City of Pueblo. <br /> <br />Stafi' rmdings: CWCB staff has deteonined that the subject flood hydrology information is in conformance <br />with the CWCB's rules and regulations for floodplain designation and approval. The hydrologic values are <br />reasonable and representative of the basin. lbis hydrology is to be used for the floodplain information studies <br />(Digital Flood Insurance Rate Maps -DFIRMs) that will be prepared by CWCB's Map Modernization <br />contractors and published by FEMA in the future for Pueblo, EI Paso, and Teller Counties. The contracted <br />work for preparing the Pueblo County DFIRMs is scheduled to begin later in November, 2005, so this <br />designation action will facilitate that important project Work for the Teller County DFIRMs will begin in <br />2006, and that work will also benefit from this action. <br /> <br />. Stafi'recommendation: Staff recommends that the Board: 1) deSignate and approve the lOO-year detailed <br />hydrology information for Fountain Creek and Monwnent Creek in Pueblo County, EI Paso County, Teller <br />County, the City of Pueblo, the City of Colorado Springs, the City of Fountain, the Town of Green Mountain <br />Flood Protection.
