freely exchanged at all times directly between the State Engineer an"-'

the Reservoir Superintendent. The Superintendent's log will also note

the reservoir release orders given him by the State Engineer and will

serve as a record of such orders in the absence of other written

communication. The State Engineer will certify the accuracy of the

log when requested by the Government.

b. State Responsibility. The State Engineer will be responsible

for the accounting of all waters stored in the conservation :a:one of

the reservoir. The State Engineer will also be responsible for

determining the desired level of the conservation pool and the release

rates necessary for downstream i=igation requirements. The State

Engineer may issue oral and/or written orders directly to the Reservo.ir

Superintendent for release to be made from the conservation pool. o.

orders will be confirmed in writing as soon thereafter as practicable.

Conflicts regarding release orders will be mutually resolved by the

Government and the State Engineer.

c. Government responsibility. The District Engineer I Omaha

District, will issue flood control release orders directly to the

Reservoir Superintendent. A copy of the written order will be furnished

to the State Engineer.

Article 10. Operation and Maintenance. The operation and

maintenance of all physiqal features of the project not otherwise

specifically assigned or leased to the State will be the responsibil-

ity of the Government.
