26a. Water Project Construction Loan Program - Non-Reimbursable studies and
Investigations - Rio Grande Decision Support System - Year 2 Development

Action: A motion was made by Alan Hamel to accept the staff recommendation to
recommend to the General Assembly that $2,983,380 for RGDSS Years 2
and 3, and 2.5 FTEs and $175,000 to the State Engineer's Office, for a total
of $3,158,380 be made available from the Construction Fund for the Rio
Grande Decision Support System project continuation. The motion was
seconded by Patricia Wells and approved unanimously (8-0).

26b. Water Project Construction Loan Program -Non-Reimbursable Studies and
Investigations - Satellite Monitoring System Maintenance

Action: A motion was made by Janice Sheftel to accept the staff recommendation to
recommend to the General Assembly that $120,000 from the Construction
Fund be allocated to the State Engineer's Office for the continuation of the
Satellite Monitoring System in FY 99-00. The motion was seconded by Bob
Burr and approved unanimously (9-0).

26c. Water Project Construction Loan Program - Non-Reimbursable Studies and
Investigations -Imaging System for Construction Fund Project Files

Action: A motion was made by Patricia Wells to accept the staff recommendation to
recommend to the General Assembly that up to $270,000 from the
Construction Fund be appropriated to DNR to combine CWCB efforts with
the State Engineer's Office and Oil and Gas Commission efforts to set up a
document imaging system. The motion was seconded by Bob Burr. The
motion was amended with the suggestion that the wording "in FY 2000" be
deleted and that the funds be available until the project is completed. The
amended motion was accepted by both the first and second, and approved
unanimously (9-0).

26d. Water Project Construction Loan Program -Non-Reimbursable Studies and
Investigations - South Platte DSS Scoping and Design

Action: After much discussion on whether the CWCB and SEO are ready to begin
work on this project, this item was tabled until the January meeting.
