<br />Tuesdav, November 24, 1998 <br /> <br />Call to Order <br /> <br />8:04 a.m. <br />A regular meeting of the Colorado Water Conservation Board was <br />reconvened in the Thornton 1-11 Room at the Warwick Hotel, 1776 Grant <br />Street in Denver, Colorado. The meeting was called to order at 8:04 a.m. on <br />Tuesday, November 24,1998, by Chairperson Allen Davey. Nine voting <br />members were present at the time of call to order so there was a quorum (at <br />least six required). Board members present on this date were Patricia Wells, <br />David Smith, Janice Sheftel, Eric Kuhn, Ray Werner, Bob Burr, Alan Hamel, <br />Allen Davey, Bill Brown, Wade Buchanan, Lee Miller (representing the <br />Attorney General), State Engineer Hal Simpson and CWCB Acting Director <br />Peter Evans.3 <br /> <br />19. Western Water Policy Review Commission - Final Report <br />Tape 4 , Start/Stop: 1281 - 1365 <br />Action: This was an informational item; no action was taken. <br /> <br />20. Federal "Clean Water Action Plan" and EP A's Advance Notice of Proposed Rule <br />Making <br />Tape 4 , Start/Stop: 1365 - 2027 <br />Action: This was an informational item; no action was taken, although the Acting <br />Director was directed to condense the document, coordinate with other <br />departments and to mail the document when finalized. <br /> <br />21. Instream Flow Program -lnstream Flow Subcommittee Draft Report <br />Tape 4 , Start/Stop: 2032 - 2440 <br />Action: A motion was made by Eric Kuhn to accept the staffrecommendation to <br />distribute the report to the ISF Subcommittee participants and the general <br />public for comments and instruct staff to report on the public's comments at <br />the Board's January meeting. The motion was seconded by David Smith and <br />approved (8-1). <br /> <br />22. Instream Flow Appropriations & Work Plan Status Report <br />Tape 4 , Start/Stop: 0000 - 0000 <br />Action: This item was deferred until the January meeting. <br /> <br />Voting tallies are based on members present for voting. Members recusing themselves are identified.
