The estimated total cost of the project is
$2.193,000. Please see the attached project summary and map.

Backaround
The SIDC, located in Boulder County, operates the Supply Ditch for the benefit of the
shareholders by providing direct flow irrigation water. The Supply Ditch diverts from Sl. Vrain
Creek near Lyons and delivers water through a 15-mile ditch system to the B.500-acre service
area as a partial supply. The Supply Ditch operates without an equalizer reservoir and it is difficult
to control direct flow deliveries. The SIDC has an opportunity to acquire a perpetual easement to
use the Knoth Reservoir as well as a water right to store 370 acre-feel. The reservoir would be
used to equalize ditch flows and store the decree. The SIDC would pay the cost of the
rehabilitation as a condition of acquiring these rights.

The existing Knoth Reservoir is a Class 3 structure with a capacity of 220 acre-feel. The State
Engineer has restricted the reservoir to zero storage due to seepage problems and other safety
issues. The enlarged Knoth Reservoir will be a Class 2 structure with a capacity of 540 acre-feel.
All dam safety issues will be addressed as part of the construction project.

Feasibility Studies
Duane Smith, P.E.. (Smith Geothechnical, Fort Collins), has completed the Feasibility Study. The
study includes an assessment of alternatives available for rehabilitation of the Knoth Reservoir
Dam.
