PE. <br />Director. eWCB <br /> <br />TO: Colorado Water Conservation Board Members <br /> <br />FROM: Dan Merriman <br /> <br />DATE: January 15, 1998 <br /> <br />SUBJECT: Agenda Item 31c, January 28-29, 1998, Board Meeting- <br />Instream Flow Program - New Appropriations <br />Notice to Appropriate Instream Flow Water Rights in Water Division 4 <br /> <br />GENERAL BACKGROUND <br /> <br />As per the Procedures for New Instream Flow Appropriations (procedures), adopted by the Board <br />in May of 1997, the attached Phase IT streams are being proposed to be advanced to the Public <br />Review and Comment and Board Action Phase, or Phase ill, These instream flow segments have <br />been reviewed by CWCB staff to ensure each flow recommendation and data set is complete and <br />standard methods and procedures have been followed, In addition, staffhas completed its map work <br />and initial water availability studies. <br /> <br />Staff has identified 9 stream segments which are ready for Phase 3, These reaches are located in <br />Gunnison and Hinsdale Counties. To date, staff has received written comments from the Upper <br />Gunnison River Water Conservancy District (UGRWCD), City of Gunnison, Gunnison County Stock <br />Growers Association, Inc. and several interested parties regarding these recommendations. Staff also <br />gave a presentation, along with Colorado Division of Wildlife (CDOW) and Bureau of Land <br />Management (BLM) personnel, regarding the proposed instream flow recommendations at the <br />August 26, 1996, UGRWCD Board meeting, Staff answered questions and took Public comments <br />regarding the recommendations at this meeting. In addition, staff updated the UGWWCD at a <br />follow-up meeting on December 22, 1997 regarding the current status of the proposed <br />recommendations. <br /> <br />TECHNICAL INVESTIGATIONS <br /> <br />The enclosed packet of technical data forms the basis for the staff's recommendations, <br /> <br />Page 1 of2 <br />
