Gildersleeve <br />Bureau of Reclamation Reconnaissance Report on <br />O'Neal Park Project. <br /> <br />This report, dated October 1956, presents the re- <br />sults of reconnaissance investigations on the O'Neal Park <br />project, the Piedra River Power development and an alterna- <br />tive irrigation development from waters of Turkey, Fourmile <br />and McCabe Creeks which are tributary to the San Juan River <br />outside the Piedra River drainage. <br /> <br />TO: <br />FROM: <br />RE: <br /> <br />O'Neal Park Project <br /> <br />A storage reservoir on Perry Draw, ca~city 5,300 acre <br />feet would be supplied by an 11 mile inlet canal from the <br />Piedra River. Water would be released from the reservoir <br />into two main outlet canals, one 9 miles long and the other <br />6 miles. There would also be five main laterals with a com- <br />bined length of 14 miles. <br /> <br />These 40 miles of canals and laterals would be required <br />to convey water to a total area of 3,600 acres of lands not <br />presently irrigated. These lands extend some 15 miles to the <br />northwest from the town of Pagosa Springs. <br /> <br />The irrigation of these lands would result in an annual <br />average stream depletion of about 3,800 acre feet. <br /> <br />The construction cost is estimated to be $2,059,000. <br />Annual operation~ maintenance and replacement costs would be <br />$8,800 or about J1>2.44 per irrigated acre. On the basis of <br />farm budget data for a farm with 215 irrigable acres, it is <br />estimated in the report that there would be ~yment ca~city <br />of $2.40 per acre,which would carry only the operation, main- <br />tenance and replacement, with no balance for re~yment of any <br />of the construction costs. <br /> <br />Direct, indirect and public benefits were evaluated, con- <br />sidering that the project lands are presently used as range <br />lands. The benefit-cost ratio was estimated to be 0.91 to 1, <br />based on an analysis period of 100 years. <br /> <br />Piedra River Power Development <br /> <br />The development appraised in the report is considered to <br />be the best power potentiality on the Piedra River.
