<br />to developing good cost estimates for control and revegetation and to better understand impacts such as <br />water losses and wildlife habitat effects, The survey will have four basic components, <br /> <br />Step 1 - A basic understanding of infestation locations will be gained from existing or newly developed <br />remote sensing mapping from state agencies; previous studies; historic records; and personal knowledge <br />from county weed managers, state weed coordinator, state agriculture specialists, water conservancy <br />district staff, federal weed managers, university researchers, etc, <br /> <br />Step 2 -A planning meeting with CWCB staff will occur over a two day period to review past inventory <br />studies and agree on an approach to collect and analyze information, <br /> <br />Step 3 - On-the-ground surveys by two-person crews (one for each watershed) using college interns will <br />be performed during the summer of 2004 to verify location, density, maturity, topography, and presence <br />of native vegetation, These surveys will be logged using GPS and digital photos, <br /> <br />Step 4 - Field data will be compiled and evaluated to develop maps of infestation, <br /> <br />For developing future cost estimates for control, revegetation, and maintenance, the extent of infestation <br />should be within about +/- 20 percent accuracy which will be sufficient to describe the problem and <br />identify the impacts, The results of this work will be completed for CWCB use in the fall of 2004, <br /> <br />Deliverables: Deliverables will include maps of the Colorado River and Arkansas River watersheds <br />identifying location of tamarisk and Russian-olive infestations, These maps will be accompanied by a <br />report that outlines the inventory protocols; tables that record GPS coordinates, infestation <br />density/maturity, vegetative types, and terrain; and a photo record of most sites surveyed, The photo <br />record may be in a CD-ROM format. <br /> <br />5, Please explain why you are requesting a non-reimbursable, instead of a loan, (The Construction <br />Fund exists primarily to provide low interest loans for the construction or rehabilitation of Raw Water Projects, <br />Non-reimbursable Investments are approved only when the project or study is of Statewide interest and <br />benefits a wide range of people and organizations, and/or a large geographical area, The applicant(s) must <br />also show that they are financially unable to repay a loan): <br /> <br />The project will benefit the entire state of Colorado by providing a clear understanding of the extent of <br />tamarisk and Russian-olive infestation in two important watersheds - the Colorado River and Arkansas River, <br />Using inventory data and knowledge of control techniques, land managers can develop conceptual <br />integrated management plans for control of tamarisk/Russian-olive and riparian restoration, This will help <br />establish better cost estimates for this work than could be developed in previous studies, The inventory <br />protocols developed in this study can then be used to better identify the problem throughout the rest of the <br />state, The Tamarisk Coalition is a non-profit organization that does not have revenue generating capability to <br />repay a loan, <br /> <br />6, <br /> <br />Will the acquisition of additional water rights be necessary?
