JOHNSTON: I don't have any problem with the <br /> <br />stipulations if you follow the statute, but as far as I'm <br /> <br />concerned, it doesn't follow the statute. It recognizes that <br /> <br /> <br />--,all it does is recognize the preexisting right of a <br /> <br /> <br />senior user and then says without limitation, and the problem <br /> <br /> <br />that I'm having with these languages is that it allows any <br /> <br />kind of exchange uses, <br /> <br />And I'm not really too concerned about the South Platte, <br /> <br />but I'm terribly concerned about these transcontinental <br />diversions and this kind of loose language is that allows <br /> <br />exchanges. <br /> <br />I think the stipulation should be entered into as a <br />
