<br />Woodchuck Ditch Co. <br />March 20-21, 2000 Agenda Item 10a. <br /> <br />The Woodchuck Ditch Companv <br />The WDC is a mutual ditch company and a non-profit corporation registered in the State of <br />Colorado. There are 13 shareholders and 738.5 shares of stock. The WDC has the power to <br />set annual assessments to be paid by the shareholders, the power to cut off water deliveries to <br />shareholders that fail to pay their assessments, and the power to offer stock for sale to pay <br />back assessments. <br /> <br />.. <br /> <br />e <br /> <br />Water Riahts <br />The water rights for the Woodchuck Ditch consist of direct flow rights in total amount of 21.79 <br />cfs diverted from Soda and Gunn Creeks: <br /> <br />Table 1: Water Rights owned by the Woodchuck Ditch Co. <br /> <br />Name Date CFS Average Diversions Average Diversions <br /> (All years) (1990-1999) <br />Soda Creek 1892-1917 14.79 721 AF 279 AF <br />Gunn Creek 1917 7.00 539 AF 295 AF <br />Totals 21.79 CFS 1250 AF 474 AF <br /> <br />Average annual total diversions have been curtailed during the last 10 years due to continued <br />problems with the landslide, which have routinely forced the Company to shut down the ditch <br />early. The Company expects to divert approximately 975 acre-feet per year (2.5 acre-feet per <br />acre irrigated) once the project is completed. <br /> <br />Proiect Description <br />Four alternatives were analyzed in the feasibility study: <br /> <br />e <br /> <br />1. The no-action alternative. <br />2. Reconstruct the ditch out of earth. <br />3. Reconstruct the ditch in a pipeline. <br />4. Reconstruct the ditch in a pipeline tied to bedrock. <br /> <br />Alternative 2, reconstruct the ditch out of earth, was ruled out because this method has not <br />been successful in the past. Alternative 3, reconstruct the ditch in a pipeline, was ruled out <br />because any further movement of the slide mass would deflect and rupture the new line. For <br />this reason Alternative 4 was selected, since it is considered to be the least costly reliable <br />approach. The no-action alternative was considered unacceptable since it means the WDC <br />could not deliver water to its shareholders. <br /> <br />Selected Alternative 4 involves construction of 400 feet of 36" diameter heavy wall steel pipe <br />anchored with :y." wire rope into bedrock. Excavation of approximately 8000 cubic yards, with <br />blasting into bedrock, will be necessary for pipe placement. The project also includes <br />installation of interceptor drains, followed by back-fill with compacted soil to restore the <br />approximate slope grade. <br /> <br />The implementation schedule calls for completion of financing arrangements in winter 2000, <br />with formal approval and resolution by the WDe shareholders by early spring. Engineering <br />design has been completed. Construction is to start late April and be completed by the end of <br />May 2000. <br /> <br />e <br /> <br />2 <br />
