Evans <br />Acting Director, ewes <br /> <br />FROM: Dan Merriman <br />Mark Uppendahl <br /> <br />DATE: January 5,1999 <br /> <br />SUBJECT: Agenda Item 6a, January 27-28, 1999, Board Meeting-- <br />Instream Flow Program - Informational Item - Tennessee Creek <br />Water Division 2, Lake County <br /> <br />SummarY of Staff Actions Rel?:ardinl?: Tennessee Creek <br /> <br />. <br /> <br />On December 9, 1998, the Colorado Water Conservation Board (CWCB), at its special meeting, <br />directed CWCB, DOW and AGO staff to meet with representatives from the Eagle Sky <br />Foundation, Pueblo Board of Water Works and Lake County to resolve concerns regarding the <br />Board's Tennessee Creek instream flow recommendation. Staff met with the interested parties <br />on December 16, 1998. As per the Board's direction and after reviewing all of the data provided <br />by the staff and the interested parties all parties agreed to the following instream flow <br />recommendation: <br /> <br />The original Tennessee Creek instream flo~ recommendation would be segmented into the <br />following three reaches all with different flow recommendations: <br /> <br />Tennessee Creek #1 - Begins at the confluence with Longs Guich and ends at the north section <br />line of Section 5 Township 9 South Range 80 West of the 6th Principal Meridian. The flow <br />amounts are 17 cfs May 15 - July 31,5.5 cfs August I - October 14, and 3.0 cfs October IS - <br />May 14. <br /> <br />Reasons for change include: Lower flows due to upstream diversions, small amount ofretum <br />flows to this section and tributary inflow is in lower third of segment. Lower terminus moved to <br />section line based on biological change in habitat. Stream and vegetation characteristics change <br />because of different irrigation and grazing practices. <br /> <br />Tennessee Creek #2 - Begins at the north section line of Section 5 Tov'iTIship 9 South Range 80 <br />.
