I

I

Questions raised by the Carter Administration which formed
the basis for denial of funds included environmental impacts,
safety of dam, flood control benefits, and water quality. In
February 1978, the Bureau of Reclamation issued a special report
which outlined the results of its investigations on the issues
raised by the Carter Administration.

The report of the House Committee on Appropriations on the
FY 1982 Energy and Water Development Appropriation Bill specifies
that "within available funds, the Bureau of Reclamation should
conduct appraisal work and final design work . . . to ready the
project for construction." We are advised that the Commissioner
of Reclamation, Robert Broadbent, has indicated that he intends
to make $500,000 available in FY 82 for these purposes.

gl

-5-
