- 5 -

.

A continuous link to the FfB will be posted on the CWCB website, and the FfB can also be distributed via email
to interested users. CWCB staff are currently soliciting suggestions and feedback regarding content and format of
the FfB so that it will have maximum usefulness to the end user.

Staff believes that this service assists the CWCB with addressing its mission, goals and statutory requirements
related to the prevention of flood damages in Colorado.

Dailv Statewide Storm Precipitation Maps and Rainfall Reconstruction
The Statewide Storm Precipitation (STP) Map is a service that involves the merging of the daily Storm Total
Precipitation fields from the NWS WSR-88D Doppler radars from Denver, Pueblo and Grand Junction, Colorado
and Cheyenne, Wyoming into a statewide radar estimated precipitation map. A brief discussion of the observed
rainfall and flooding events depicted by radar will be included. The purpose of this product is forensic in nature;
while it does nothing to mitigate an actual event, it will aid in the identification, documentation, and response to
rain-induced flood events that do occur.

The STP Map is designed to show heavy rainfall (> 1.5 inches) in a spatial setting so that activities to respond to
flood events can be greatly accelerated. The maps will be produced on a daily basis from May through September.
The STP map will be made available on a daily basis by 9AM and placed in the CWCB flood information web
page.

.

There is a great need for the STP Map. In past years, the only available source for identifying flood events are
reports from local officials and media reports. In many cases, especially in rural areas, reports of isolated floods
may come in days or weeks after the fact, and sometimes, staff is never made aware of them. This makes it
difficult to impossible to document and respond to these events. The STP map provides a valuable source of
information and allows the CWCB staff to operate proactively to initiate discussions with local officials after
looking at information on the map and to initiate a search of reports from various media outlets and the National
Weather Service. In some cases, it may allow CWCB staff to notify local officials of problems in less-publicized
events, an invaluable service to these users following floods. Finally, the STP map provides an archival tool so that
immediate documentation is available for all rain-induced floods throughout the state for the entire flood season.

Conclusion
This agenda item is informational for the purpose of informing the Board about activities related to potential spring
and early summer snowmelt flooding issues in Colorado. Staff is not requesting formal Board action for this
agenda item.

.

Flood Protection. Water Project Planning and Finance. Stream and Lake Protection
Water Supply Protection. Conservation Planning
