. .

.

- 3-

Flood Response Fund
The CWCB Flood Response Program has been successfully utilized for several years now, This Program, financed
through the CWCB Construction Fund, is authorized by the Board and General Assembly, The Flood Response
Fund contains five main elements:

. Flood documentation
. Flood forecasting and outlooks
. Post-flood mapping evaluation
. Aerial photography
. Flood mitigation

Four ofthe five program elements have been widely used, while the aerial photography element will be utilized for
pilot study work regarding low-cost satellite photography using state-of-the-art equipment.

The Flood Response Program is put into action as necessary when flooding occurs and/or when the need for studies
or projects related to flooding is prudent and supported by local officials,

Online Services
Staff will post (or continue to post for certain types of data) online information and services on the CWCB website,
A number of documents, maps, data and other information are provided to the public such as:

.
.
.
. .
.
.
.
.
.
.
.
.
.
.

Regular Flood Outlook emails issued by the CWCB
Archive ofSNODAS/SNOTEL GIS maps in ,pdfformat
Electronic copy of Spring Weather Outlook as presented to the CWCB at the March meeting
Electronic copy ofCWCB's Spring Flood Hazard News Release
Minutes and presentations from the Flood Task Force Meetings
Links to USGS streamgage information
Links to a number of weather related websites, including the National Weather Service offices,
regional radar, NOAA weather radio, and The Weather Channel website
County Emergency Contacts at the Colorado Division of Emergency Management website
NOAA's National Flood Outlook
Link to FEMA's Spring Flood Center
Link to Urban Drainage and Flood Control Center's ALERT website (flood warning system for the
Denver metropolitan area)
Information on the use of sandbags to protect property
Link to FEMA's Map Service Center to obtain Flood Insurance Rate Maps online
Information regarding the Flood Mitigation Assistance (FMA) Program

Snowpack Monitorinl!
Starting in mid-February 2006, staff has been monitoring snowpack in Colorado watersheds, as measured by inches
of Snow-Water Equivalent (SWE) and % of30-year average ofSWE, SWE is measured daily at the NRCS
automated SNOTEL sites, and reports are posted on the Internet. The inches of SWE measured at the SNOTELs
represent the total amount of water equivalent stored as snow in the portion of a particular watershed represented
geographically by each SNOTEL. The % of average SWE represents the amount of water stored as snow in the
portion of a watershed represented by each SNOTEL as compared to a 30-vear average amount for that watershed,
Both the absolute number (inches of SWE) and the relative number (% of average) are needed to paint a
comprehensive picture of conditions in the state's watersheds,

.

Staff will monitor these numbers on a frequency ranging from every day to once a week, depending on snow and
weather conditions in the mountains and imminence of expected runoff, The SWE numbers will be assembled into
tables and incorporated into the Weekly Snowmelt Flood Updates,

Flood Protection. Water Project Planning and Finance. Scream and Lake Protection
Water Supply Protection. Conservation Planning
