Walcher <br />Executive Director <br /> <br />Rod Kuharich <br />CWCB Director <br /> <br />Dan McAuliffe <br />Deputy Director <br /> <br />FROM: <br /> <br />John Van Sciver, P,E, -n 5 <br />Mike Serlet, P.E., Chief 11J (- <br />Water Supply Planning a~'iJinance Section, <br /> <br />DATE: September 11, 2001 <br /> <br />SUBJECT: Agenda Item 16b., September 24-25, 2001 Board Meeting <br />John Peroulis & Sons Partnership <br /> <br />Introduction <br />The John Peroulis & Sons Partnership (JPSP) is applying for a $100,000 Small Project Loan from <br />the Construction Fund to rehabilitate the dam on the Martin Cull Reservoir, The estimated total <br />cost of the project is $150,000, Please see the attached project summary and map, <br />, <br /> <br />. <br /> <br />BackQround <br />The JPSP, located in Moffat County, operates the Martin Cull Reservoir for storage of irrigation <br />water for use on 450 acres owned by the Partnership. The reservoir is located about 28 miles <br />northeast of Craig, and is filled by Fourmile Creek, a tributary to the Little Snake River, which is a <br />tributary to the Yampa River. The dam, constructed in the 1950s, is a Class 3 structure, 53 feet <br />high, impounding a reservoir of 250 ac-ft. <br /> <br />In summer 2000 a slide occurred on the upstream slope of the dam as water was being released <br />for irrigation, The slide was about 180 feet long with a six-foot vertical displacement. The toe of <br />the slide covered the upstream end of the outlet, damaging it and rendering it inoperable. The <br />dam was inspected by the State Engineer's Office October 4, 2000, and a zero storage restriction <br />was imposed on the reservoir by letter dated October 25, 2000. The owner excavated the <br />upstream end of the outlet, removed the gate, and the reservoir has remained empty, <br /> <br />The JPSP needs to rehabilitate the Martin Cull Dam so that it can be safely placed back in service <br />as soon as possible, The Partnership needs to store water this winter, to provide water for <br />irrigation in summer 2002. The JPSP is eligible for a loan from the Small Project Loan Account, <br />since delaying construction until summer or fall 2002 would result in a hardship on the Borrower, <br /> <br />Work is tentatively scheduled to be completed in fall-winter 2001, <br /> <br />Feasibilitv Studies <br />Brian Len, P,E" of Northwest Colorado Consultants, Inc" has completed the feasibility study in <br />accordance with CWCB guidelines, The study includes an assessment of alternatives available for <br />. rehabilitation of the Martin Cull Darn. <br /> <br />Flood Protection.
