From time to time the Colorado Water Conservation Board will issue press releases,

State law gives the authority to regulate publications, including press releases, to the DNR Executive
Director:

24-33-102. (3) The executive director shall exercise control over publications of the department and
any division thereof, He shall cause such publications as are approved for circulation in quantity
outside the executive branch to be issued in accordance with the provisions of section 24-1-136,

When the CWCB issues a press release, it does so under the guidance and direction of the Executive
Director.

In August, a press release regarding the Board's decision to appeal a water court decision awarding water
rights to the City of Golden was issued. A Board member had questions regarding the release and whether
additional Board member involvement and guidance is needed prior to the issuance of a press release and
wanted this issue discussed at the September Board meeting.
