This memorandum provides the background and criterion staffwili use <br />in developing a recommended priority list for consideration by the Board at the January <br />meeting. Also, with the addition of the Severance Tax Trust Fund Perpetual Base Account <br />(STTFPBA) as another funding source, it is necessary for the Board, if it has not already <br />done so, to identify the funding source for each new recommended proj~ct loan. <br /> <br />Backl!:round <br /> <br />Section 37-60-122 (l)(a), CRS, directs the Board to report on the proposed facilities <br />that the Board recommends be constructed with moneys appropriated or otherwise credited <br />to the Construction Fund and the Severance Tax Trust Fund Perpetual Base Account <br />(STTFPBA). This section also directs the Board to suggest priorities for the funding of such <br />proposed facilities. <br /> <br />e <br /> <br />Section 37-60-121 (l)(b), CRS, sets the guiding criteria for the Board to use in <br />considering expenditures from the Construction Fund. Specifically, Section 37-60- <br />l21(1)(b)(I), CRS, states that "the first priority of the moneys available to the fund shall be <br /> <br />Jan2000.16memo <br />
