Allard <br /> <br />2. Authority: .section 205 of the 1948 Flood Control Act, as amended. <br /> <br />3. Location of Study Area: The study\u-ea is located in the city of Florence along Oak Creek, <br />within Fremont County, Colorado. Florence is located along the Arkansas River, approximately 30 <br />miles northwest of Pueblo, Colorado. <br /> <br />4. Problem: Runofffrom the areas west of Florence (upstream) combine and flow to the east along <br />Oak Creek through the city. Tbe 100-year event peak flow of 16,000 cfs cannot be contained by the <br />existing Oak Creek channel and will overtop its banks to flood the surrounding areas. <br /> <br />1999 aerial photography was used to develop the number of parcels subject to flooding along Oak <br />Creek. FEMA Flood Insurance Rate Maps (effective date unknown) were used to delineate the 100_ <br />and 500-year floodplains. There were approximately 408 structures within the 500-year floodplain <br />and 292 structures within the 100-year floodplain. Local real estate agents were consulted to <br />determine the value of damageable property, type of construction (single or multiple story, <br />basements) to detennine an average value and mix of improvements. No topography was available <br />to estimate structure elevations, so an average stage for each event was applied to a location within <br />"the floodplain where most structures were concentrated for each cross section used, and structures <br />were elevated 0.5' within that location. Estimated annual damage is approximately $1,100,000. <br /> <br />tit <br /> <br />5. Alternative Plans considered: Alter.native plans that were considered include the construction <br />of a detention pond on Oak Creek west df the Minnequa Canal. The detention pond will be capable <br />of providing protection against the 100-year event by delaying the peak flow.
