This application
amount of $200,000, coupled with the entities contribution of an additional $248,000 will
insure that the Feasibility Study, currently underway, is completed. Only by completing
the Feasibility Study will we know if a joint flood control and water storage reservoir, the
Oak Creek Reservoir, can be constructed.

Flood protection, storage of decreed water rights and recreational activities could all
accrue to citizens in the region.

The citizens of Florence, Coal Creek, Williamsburg and Rockvale have currently funded
a $13,000,000 water treatment project, currently underway, to comply with EPA and
State drinking water standards. The cash to fund this ongoing Feasibility Study has
been drawn down by these current water treatment projects.

Stalled efforts of the Southeastern Water Conservancy District with the Preferred
Storage Options Plan and Enlargement options limit regional members such as
Florence, Canon City and Pueblo West storage options.

This Feasibility Study will determine the future of this reservoir, and determine its
potential to a postulated reach of citizens in the Arkansas Basin from Canon City to
Pueblo West, includingf1fie',Federal Correction Complex of four prisons located in
Florence. ,.

~in erelyyourr.
