RecoIlmendations in the November 1979 DPR vlere that realizing the <br /> <br />staged nature and the icllerent, preconstruct ion design inaccuracies of a ground <br /> <br />wat.er salvage project, construction of the C1..osed Basin could be started, and <br /> <br />t,hat a reevaluation could bc done after bids and more data 'i"ere received during <br /> <br />the construction of Stage 1-2. The November 1979 DPR further <br /> <br />recorrmcnded that if additional funds for constructing the entire project divi- <br /> <br />sion were then estimated to be required (i.e., after the reevaluation), the <br /> <br />additional funding would be requested from Congress. In any event, consent from <br /> <br />two Colorado State agencies is required before proceeding from one stage to the <br /> <br />next, and southern stages are functional without northern stages. As mentioned <br /> <br />previously, this DPR approach was not accepted, and the Departmental position is <br /> <br />that full reauthorization will be required before construction is started. For <br /> <br />the remainder of fiscal year 1980, Water and Power is proceeding with ongoing <br /> <br />design data collection, but will stop short of work assigned to a category of <br /> <br />irreversible, construction-start expenditures. The fiscal year 1980 budget is <br /> <br />now about $1.1 million. Without Congressional reauthorization, there are no <br /> <br />plans for a fiscal year 1981 construction start.
