William McDonald, Director

SUBJECT: Minimum Streamflow/Lake Level Final Recommendations-
Mexican Cut Ponds

.

At the upcoming March 17 meeting of the Board, consideration
will be given to the final recommendations for minimum lake levels
of the seventeen Mexican Cut Ponds. These recommendations were
introduced as preliminary at the January Board meeting. Approval
of these recommendations will provide significant protection of
the Mexican Cut Ponds, which lie within a timberline transition
zone containing very fragile natural eco-systems. The ponds and
surrounding land, a grouping of several old mining claims, are
located within the State designated Mexican Cut/Galena Mountain
Natural Area. This land is owned by The Nature Conservancy and
managed by the Rocky Mountain Biological Laboratory (RMBL) of
Crested Butte, Colorado.

Under the careful watch of the RMBL for more than 30 years,
this land has been used exclusively for wildlife procreation,
biological research, collegiate instruction, and natural heritage
preservation. In 1972, the RMBL filed for and received decrees
on the ponds with an appropriation dating back to 1932. On
November 3, 1978, pursuant to the requests of The Nature Conser-
vancy and the RMBL, the land was designated Colorado's first
natural area under the Colorado Natural Areas Act (Section 36-10-101,
CRS 1973).
