I

I

in 1969 or 1970. The Dolores project got started in 1971; it got
started in earnest in 1972. We think we are well on our way for 1973.

In advance planning, there are four major considerations. I recognize
the changes since the basic data was developed in 1960 and this same
concept goes for all three of the projects; developing environmental
alternatives and data required by the National Environmental Policy
Act of 1969. Detailed data is required for preconstruction stages
and to prepare documents suitable for the basis of repayment contrac~
and then project construction.

The schedule that we have for the Dolores project report are: plan
formulation, land classification, drainage, water supply, agencies'
appraisal (which is a large item in our planning process), time and
estimates, economy and environmental statements. We started our basic
plan formulation and completed it in 1972. On the irrigation part, we
feel like we have our preliminary plans. The project now is going
into detailed planning. We expect to have the definite plan report
completed in 1974.

This is the authorized plan for the Dolores project. The plan is very
simple. We have a water supply, we have a need for agricultural, and
a need for municipal and industrial water. We have a need for fish
and wildlife development on the river. We have a need, maybe, to
further the boating concepts of the Dolores River. We have a need to
assist the Indians in the Towaoc area. It is like most plans that are
developed; it has been considered for many, many years. It is very
simple in concept but difficult sometimes to complete through con-
struction.

The plan still (Slide) recognizes the basic elements we had in the
original plan, the supplemental and total land, water supply for irriga-
tion and municipal. We have added water for the Towaoc area and ad-
ditional municipal water. These are the basic figures we have in our
authorizing report, and this is what the authorized cost was.

(Slide) The plan looks like this. The same basic concepts, the same
concepts for supplemental supplies, Indian water. We have gone to a
sprinkler concept in the irrigation of new lands. We have a demon-
stration farm in the new land area just above the Montezuma Valley.
The demonstration farm has been in operation one year, and I think it
is starting to show that the sprinkler concept is desirable on these
dryland farm areas.

-16-
