In its proposal the Bureau <br />would address water quality and quantity of surface and <br />groundwater in the San Juan and Dolores River Basins. He <br />suggested that in its deliberations of this proposal the Board <br />should consider three issues, namely: <br /> <br />(1) The Board's decision should be responsive to the desires <br />of local residents. <br /> <br />(2) The study should assess the needs as defined by local <br />interests. <br /> <br />(3) The Board not seek funds to cost-share the study. <br /> <br />In response to the Chairman's request for comments, Mr. <br />Kroeger indicated strong local interest in the study, and that <br /> <br />-13- <br />
