Actions that have occurred to date to help address some of the above issues and ensure that Ruedi Reservoir is not the sole target for water acquisition include: (I) the programmatic Biological Opinion for the 15 MR; (2) an MOU between the U.S. Fish & Wildlife Service and the Colorado River Water Conservation District implementing the reasonable and prudent alternative for Wolford Mountain Reservoir and at the same time helping to alleviate the impacts of Ruedi releases for endangered fish on recreation and trout in the Fryingpan River via an exchange between the two reservoirs; (3) Activities of the Grand Valley Water Management Program will enhance flows to the 15 MR; (4) Releases as a result of the Coordinated Reservoir Operations Project have provided peak flows during critical spawning periods; (5) Fish passage at the Redlands Diversion Dam and the Grand Valley Irrigation Canal has allowed for easier movement of endangered fish to reach critical habitat; and, (6) The Orchard Mesa Check Case Settlement, including ongoing discussions of surplus water. 1 YEAR CONTRACT TO RELEASE RUEDI WATER FOR ENDANGERED FISH . If the Board approves the revisions in concept to the 1995 Ruedi Biological Opinion, one of the revisions requires an armual contract for the delivery of21,650 AF of Ruedi water to 15 MR until alternative sources for at least a portion of this amount, can be put in place. Attachment 2 is a proposed I year contract to accomplish this purpose. It is identical to the contract used to , provide 10,000 AF since 1991, and identical to the contract proposed for delivery of 21 ,650 AF in 1997, but never executed. Tbe only necessary revisions would be: I. Payment of 0 & M costs by the Recovery Program, and 2. Reduction of the 21,650 AF amount as alternative sources are provided pursuant to the Programmatic Biological Opinion. .
