<br />, July 13-14, 1998 Board Meeting <br />Agenda Item 26k <br />Page 7 of 8 <br /> <br />- <br /> <br />. <br /> <br />ACTIONS. <br /> <br />Actions that have occurred to date to help address some of the above issues and ensure that <br />Ruedi Reservoir is not the sole target for water acquisition include: <br /> <br />(I) the programmatic Biological Opinion for the 15 MR; <br /> <br />(2) an MOU between the U.S. Fish & Wildlife Service and the Colorado River Water <br />Conservation District implementing the reasonable and prudent alternative for Wolford <br />Mountain Reservoir and at the same time helping to alleviate the impacts of Ruedi <br />releases for endangered fish on recreation and trout in the Fryingpan River via an <br />exchange between the two reservoirs; <br />(3) Activities of the Grand Valley Water Management Program will enhance flows to the 15 <br />MR; <br />(4) Releases as a result of the Coordinated Reservoir Operations Project have provided peak <br />flows during critical spawning periods; <br />(5) Fish passage at the Redlands Diversion Dam and the Grand Valley Irrigation Canal has <br />allowed for easier movement of endangered fish to reach critical habitat; and, <br />(6) The Orchard Mesa Check Case Settlement, including ongoing discussions of surplus <br />water. <br /> <br />1 YEAR CONTRACT TO RELEASE RUEDI WATER FOR ENDANGERED FISH <br /> <br />. <br /> <br />If the Board approves the revisions in concept to the 1995 Ruedi Biological Opinion, one of the <br />revisions requires an armual contract for the delivery of21,650 AF of Ruedi water to 15 MR <br />until alternative sources for at least a portion of this amount, can be put in place. Attachment 2 <br />is a proposed I year contract to accomplish this purpose. It is identical to the contract used to , <br />provide 10,000 AF since 1991, and identical to the contract proposed for delivery of 21 ,650 AF <br />in 1997, but never executed. <br /> <br />Tbe only necessary revisions would be: <br /> <br />I. Payment of 0 & M costs by the Recovery Program, and <br />2. Reduction of the 21,650 AF amount as alternative sources are provided pursuant to the <br />Programmatic Biological Opinion. <br /> <br />. <br />
