e

e

e

Coordinated Reservoir Operations Alternative. The evaluation for this alternative in the Final
Draft Phase 1 Report will be expanded to include an analysis of Southeast Colorado Water
Conservancy Project (Fryingpan-Arkansas Project), Colorado Springs, Aurora, Pueblo and Denver
Water conveyance and distribution facilities. This analysis will be reviewed by the Executive
Committee and a decision made concerning whether to include the conveyance and distribution
facilities of these entities in Phase 2 for further investigation.
· New Storage Proiects - The alternative of New Mainstem Storage Project will be further
investigated in Phase 2. The Webster Hill site will be the focus of this investigation. In addition,
The tributary site with pumping alternative will be further investigated in Phase 2 and will focus
on the Roan Creek site.
· Power Plant Ooerations and Scheduling - This alternative will be further investigated in Phase 2
and will consider power generation and revenue issues.

The next draft of the Phase I Report will be available for review in early December 1999.
Following evaluation by the Executive Committee and its constituents, the consultants will incorporate
resulting comments into a Final Phase II Report by January 15,2000.

Plans to Remove Price-Stubb Diversion Dam on Hold: Last spring, the Bureau of Reclamation
armounced a proposal to partially remove the Price-Stubb Diversion Dam on the Colorado River near
Palisade, Colorado. The dam has not been used to divert irrigation water since 1919 and keeps native fish
from swimming upstream. The dam removal plans are now on hold, pending a decision from the Federal
Energy Regulatory Commission on an amendment to license a non-Federal hydroelectric power plant at
the dam. If the amendment is approved, Reclamation would construct a fish ladder in cooperation with the
licensee. It is unclear when the Commission will announce their decision.

Fish Ladder Proposed at Grand Valley Project Diversion Dam: The Bureau of Reclamation is
proposing to construct a fish ladder at the Grand Valley Project Diversion Dam on the Colorado River.
The fish ladder would restore access to historic habitat of two endangered fish species, the Colorado
pikeminnow and razorback sucker. Reclamation is preparing a draft environmental assessment.
Cornments are requested by November 30,1999.

Glen Canyon Adaptive Dam Management Work Group and Technical Work Group Meetings:
The Glen Canyon Dam Adaptive Management WorK Group (AMWG) met in Phoenix on Oct. 21 to
discuss Adaptive Management Program (AMP) goals, review the budget, listen to reports, and review the
fiscal year 1999 Annual Report to Congress.

The Glen Canyon Dam Technical Work Group (TWG), a subcommittee of the AMWG is conducting
two public meetings in Phoenix to discuss the AMP goals, budgets, the Fiscal Year 1999 Annual Report
to Congress, 2001 budget and work plans, environmental compliance issues, the State of Natural and
Cultural Resources in the Colorado River Ecosystem report, basin hydrology, experimental flows, and the
temperature control device workshop report, and recommend the fiscal year 1999 Annual Report to
Congress. The first meeting was held on Oct. 22 and the second meeting will be held on Dec. 8 and 9.

Agendas for the meetings are available on the Bureau of Reclamation's website under the Adaptive
Management Program at httD://www.uc.usbr.gov.

The Adaptive Management Program was implemented to comply with consultation requirements of
the 1992 Grand Canyon Protection Act (P.L. 102-575). The Adaptive Management Program is designed
to ensure the use of scientific information in decision making concerning Glen Canyon Dam operations.

13
