For more information, Steve Miller and Steve Witte (the Division 2 <br />Engineer) are both very helpful. <br /> <br />cWcB Technical Assistance to Local Governments in the Fountain Creek Watershed: We <br />are becoming more involved in efforts to address the effects of flooding in the Fountain Creek watershed, <br />which were especially destructive this year. We will recommend a grant of $50,000 for Fiscal Year, 2000- <br />2001 to provide technical assistance to local governments. Three opportunities for providing technical <br />assistance have been identified so far. The first is a detailed analysis of flood hydrology in the basin; the <br />second is preparation of GIS information for the watershed, building from the existing databases <br />developed by the participating local governments; we are also examining opportunities to structure a <br />cost-share proposal to the Corps for help through the Planning Assistance to States program (Section 22, <br />to the thoroughly initiated). <br /> <br />The Corps is already conducting a two-part technical review of flood hydrology in the Fountain <br />Creek basin. The first area to be addressed includes Monument Creek (from its headwaters to its <br />confluence with Fountain Creek near downtown Colorado Springs) and the portion of Fountain Creek <br />from that confluence downstream to the Fountain Creek confluence with the Arkansas River (near <br />downtown Pueblo). The second geographic area includes Fountain Creek upstream of its confluence with <br />Monument Creek (upstream from Colorado Springs to its headwaters near Woodland Park). This stream <br />reach has already been studied by the City of Colorado Springs. <br /> <br />After the Corps completes its current review (late winter or early spring of 2000), we plan to .. <br />evaluate the need for further hydrologic analysis. If it is useful, we may also conduct rainfall-runoff .. <br />analyses for the reach from the downstream end of Colorado Springs downstream to the Arkansas River <br />confluence in Pueblo. This information would be linked to analyses that have already been conducted for <br />Monument Creek and Fountain Creek upstream of the confluence in Colorado Springs. <br /> <br />Pueblo Inundation Request: The City of Pueblo has informed the CWCB that it is conducting <br />environmental studies on its proposed water system. As a result, Pueblo would like to delay consideration <br />of its inundation request until the studies are finished. Depending on weather conditions, the studies may <br />not be completed until the spring of2000 (FW: Case No. 98CW138 (pueblo). <br /> <br />Trinidad Project Operating Principles: Staff has continued working with the Purgatoire River <br />Water Conservancy District [PRWCD], the US Bureau of Reclamation, downstream Colorado water <br />users, and the State of Kansas to finalize certain changes to the operating principles for the Trinidad <br />Project. A meeting with all parties was held in Denver on October 19, and a follow up meeting with the <br />PRWCD and Reclamation was held on Nov. I. Agreement is near on provisions goveming winter <br />stockwater releases and the temporary detention and subsequent release of flood flows. A cooperative <br />study to develop a tracking system for irrigated acreage and data to facilitate allocating water on the basis <br />of crop consumptive needs has been initiated by the PRWCD and Reclamation. The Board will be <br />entering into a separate $30,000 agreement with the PRWCD to cover a portion of these study costs. This <br />agreement will use the balance of funds in the Purgatoire River Transit Loss Study authorization, as <br />modified in the 1999 Construction Fund Bill, to determine system losses within the PRWCD project area. <br />The final proposed change to the operating principles involves additional storage at Trinidad Lake beyond <br />the 20,000 AF transferred Model storage right and is not ready for action.
