Walcher <br />Executive Director <br /> <br />TO: <br /> <br />Colorado Water Conservation Board Members <br /> <br />John Van Sciver, P'E.~ 1/5 <br />Mike Serlet, P.E., Chief <br />Water Supply Planning a tl Finance Section, <br /> <br />Rod Kuharich <br />ewes Director <br />Dan McAuliffe <br />Deputy Director <br /> <br />FROM: <br /> <br />DATE: October 31,2001 <br /> <br />SUBJECT: Agenda Item 24b., November 19-20, 2001 Board Meeting <br />La Plata Water Conservancy District (LPWCD) <br /> <br />Water Storage Facility Feasibility Study and Project Design <br />(La Plata River Water Management Program) <br />Long Hollow and Red Mesa Ward Reservoirs <br /> <br />0/ <br /> <br />Introduction <br /> <br />The La Plata Water Conservancy District has requested non-reimbursable funding in amount of <br />$444,645 to conduct a Feasibility Study to evaluate construction of the Long Hollow Reservoir <br />and enlargement of the Red Mesa Ward Reservoir, (Please see attached project description <br />and map.) <br /> <br />Backaround <br /> <br />The La Plata Water Conservancy District (LPWCD) is located in the western portion of La Plata <br />County and was formed in 1944 by the irrigators of the La Plata River Basin, Its original activities <br />were focused on the development of a reservoir in Long Hollow but the plans were delayed by the <br />onset of World War II and have not yet been completed, The organization does not currently have <br />any water supply facilities, <br /> <br />LPWCD, in cooperation with the Animas-La Plata Water Conservancy District (ALPWCD) and the <br />Bureau of Reclamation (BOR), developed a Water Management and Conservation Plan for <br />Western La Plata County that was adopted in August 2000, This was done because it has <br />become increasingly difficult for the water resources of the basin to meet the needs of existing <br />agriculture, growing residential development, and the demands of New Mexico under the La Plata <br />River Compact. Specifically, it is very difficult to manage water deliveries to New Mexico because <br />there is no regulating reservoir near the state line, <br /> <br />Flood Protection.
