EAGEN: Mr. stapleton, the procedure is that upon preparation and <br />acceptance of the document which we call a "draft environmental impact <br />statement" it is transmitted to the Council on Environmental Quality. <br />,When that transmittal is made, an announcement is made in the Federal <br />Register. At that point in time, we make general distribution to all <br />interested parties that we can identify, including federal and state <br />agencies. We go through A95 procedure or a clearing house procedure. <br />In addition to that, we respond to individual, or private requests for <br />copies as long as copies are available. Not earlier than thirty days <br />after the distribution is made, we schedule public hearings. <br /> <br />Following the public hearings, we will take the record of the public <br />hearing and all comments received during the review period and respond <br />to them in the preparation of the final statement.
