must set a time limit in which we hope to
complete these studies. Second, this Board
should be the sole judge as to when that
study is completed. I say that based upon
our past experience, because the Legisla-
ture authorized this study many years ago
and no one has ever said yet that it has
been completed or what the status of it is.

If this Board undertakes such a study
and adopts this resolution, it must be with,
the clear understanding that this Board has
the perogative to state when the study is
completed. If there is argument about it,
we hope there won't be, the question must
be resolved at some time. It should have
been resolved before this as to when that
study was completed. It just can't hang
forever with this type of resolution.

I feel that the resolution is proper,
there is a legitimate reason for the resolu-
tion, and that the study as originally con-
templated has not been successfully concluded.
The Colorado River Board was unanimous in
its opinion that it could not endorse this
Fryingpan-Arkansas Project until such reso-
lution was reaffirmed and readopted by this
Board. As I say, the only limitations I
would put on the resolution would be that
the study should be completed within a period
of five years and that the determination of
when that study is completed rests solely
with the State Board."
