Second, this Board <br />should be the sole judge as to when that <br />study is completed. I say that based upon <br />our past experience, because the Legisla- <br />ture authorized this study many years ago <br />and no one has ever said yet that it has <br />been completed or what the status of it is. <br /> <br />If this Board undertakes such a study <br />and adopts this resolution, it must be with, <br />the clear understanding that this Board has <br />the perogative to state when the study is <br />completed. If there is argument about it, <br />we hope there won't be, the question must <br />be resolved at some time. It should have <br />been resolved before this as to when that <br />study was completed. It just can't hang <br />forever with this type of resolution. <br /> <br />I feel that the resolution is proper, <br />there is a legitimate reason for the resolu- <br />tion, and that the study as originally con- <br />templated has not been successfully concluded. <br />The Colorado River Board was unanimous in <br />its opinion that it could not endorse this <br />Fryingpan-Arkansas Project until such reso- <br />lution was reaffirmed and readopted by this <br />Board.
