The second priority on the water for
the system is for the filling of Ruedi
Reservoir to its capacity, but there are
limitations on the transmountain diversion
to the extent of fish flows - well, let's
not say fish flows - we'll say for bene-
ficial uses downstream, so that there is
a first priority on the water for these
beneficial uses in western Colorado to the
extent of certain flows which are specified
in the operating principles on a monthly
basis.

There is a further limitation that the
aggregate inflow of the Ruedi Reservoir in
any ten year consecutive period cannot be
less than 900,000 acre feet. Historically
that inflow has always been considerably
greater than that.

After the Ruedi Reservoir we have the
category of fish replacement water in the
Roaring Fork River which simply means that
the project will divert, if available, 3,000
acre feet out of the Fryingpan River into
the Twin Lakes Reservoir System, and in ex-
change therefore the Twin Lakes people will
agree not to divert that amount of water from
the Roaring Fork.

The next pri9rity is for any other
feature of the Basalt Project which has not
been contemplated by these principles.

That is essentially the division of the
water. It has been a question of give and
take and the exasperating thing to me has
been that on a certain principle when I go
to the Western Slope Board they say that they
are making a concession, and when I present
the same principle to the Eastern Slope Board
they say they are making a concession. That's
the type of difficulty we encountered in try-
ing to formulate these principles, but we
feel we can do nothing further in the State of
Colorado.

I would like to ask the Board at this
time to give tentative approval to these
operating procedures subject again to such
revisions as may be determined have to be
made in Washington and presented to this
Board at its next meeting."
