<br />1437 <br /> <br />I <br /> <br />The second priority on the water for <br />the system is for the filling of Ruedi <br />Reservoir to its capacity, but there are <br />limitations on the transmountain diversion <br />to the extent of fish flows - well, let's <br />not say fish flows - we'll say for bene- <br />ficial uses downstream, so that there is <br />a first priority on the water for these <br />beneficial uses in western Colorado to the <br />extent of certain flows which are specified <br />in the operating principles on a monthly <br />basis. <br /> <br />There is a further limitation that the <br />aggregate inflow of the Ruedi Reservoir in <br />any ten year consecutive period cannot be <br />less than 900,000 acre feet. Historically <br />that inflow has always been considerably <br />greater than that. <br /> <br />After the Ruedi Reservoir we have the <br />category of fish replacement water in the <br />Roaring Fork River which simply means that <br />the project will divert, if available, 3,000 <br />acre feet out of the Fryingpan River into <br />the Twin Lakes Reservoir System, and in ex- <br />change therefore the Twin Lakes people will <br />agree not to divert that amount of water from <br />the Roaring Fork. <br /> <br />I <br /> <br />The next pri9rity is for any other <br />feature of the Basalt Project which has not <br />been contemplated by these principles. <br /> <br />That is essentially the division of the <br />water. It has been a question of give and <br />take and the exasperating thing to me has <br />been that on a certain principle when I go <br />to the Western Slope Board they say that they <br />are making a concession, and when I present <br />the same principle to the Eastern Slope Board <br />they say they are making a concession. That's <br />the type of difficulty we encountered in try- <br />ing to formulate these principles, but we <br />feel we can do nothing further in the State of <br />Colorado. <br /> <br />I would like to ask the Board at this <br />time to give tentative approval to these <br />operating procedures subject again to such <br />revisions as may be determined have to be <br />made in Washington and presented to this <br />Board at its next meeting." <br />
