"Mr. Chairman I have a letter from Wayne
Aspinall which sets forth the budget fiscal
'59 and fiscal '60 which is the $220,000
which came from the Congressman. I don't
purport to have any personal knowledge of
the figures."

"Mr. Eakes and your delegation, the
function of this Board is to help you and
we are very anxious to do what we can. My
question is - what do we need to prime the
pump? This is a problem of whether it is
$20,000 and the unified action of Colorado
and the other reclamation states. It seems
to me it is an overall critical problem that
we didn't even anticipate two or three months,
ago when this Board made its request to the
Appropriations Committee.

Until the long bill is passed, and I
understand it will not be printed until to-
morrow probably, at the latest, we will not
know where we stand financially in this Board.
I would suggest to the members of the Board
that we authorize the Director on his trip
to Washington on other matters, to consider
with our Congressional delegation, the Budget
Bureau and the Bureau of Reclamation, these
problems, with an understanding that we are
willing to go to $20,000 in an effort to get
these vital projects in western Colorado mov-
ing. I personally don't think that we should
go further than this until the Director can
report back to the Board."

our present budget?"
MR. SPARKS: "Yes, the re are.n
