Based on those discussions, staff identified several issues it could address
internally and it has moved forward to implement those strategies.

CWCB Staff Strategies to Address the Subcommittee Issues Internallv
First, the ISF Program staff was reorganized so that each senior staff member was assigned
primary responsibility for the development of one of the five ISF programmatic areas; i.e., New
Appropriations, Legal Protection, Physical Protection (monitoring), Donations and Acquisitions,
and ISF Quantification Methods. Table 2 summarizes the senior staff member assigned to each
area. AIlocating primary responsibility for each programmatic area to an individual senior staff
member has proven to be an effective method for organizing the section's workload and
addressing new issues. It also provides the public with an identifiable point of contact for
specific issues and provides staff with a better sense of individual responsibilities.

The Legal Protection Specialist position was vacated last summer and it was temporarily
reallocated to fulfill an immediate need for an Accountant position within the agency. As
indicated previously, legal protection has always been a primary focus of the Board's ISF
Program and, therefore, it has become necessary to distribute the legal protection aspects of the
program throughout the remaining ISF Program staff. The temporary loss of the Legal
Protection Specialist position has required the remaining staff to spend more time on legal
protection and limited the section's ability to fully promote the more underdeveloped ISF
programmatic areas. An effort is currently underway to obtain legislative approval and funding
to restore these capabilities.

Table 2. The intern program provides a
valuable opportunity for college students to learn about Colorado's water rights system and the
Board's ISF Program. While up-front training may be time consuming, many of these interns
have provided a great deal of assistance with the staffs' base workload.

Within the ISF Quantification Methods programmatic area, staff is participating with interested
parties to investigate, and possibly refine, the winter flow requirements of coldwater fish. Staff
is also in the process of initiating a study to evaluate whether the Board's current instream flow

5
