<br />Where used herein, unless specifically expressed oth~se or obviously inconsistent with the <br />intent herein, the term: e <br /> <br />A. "Contracting Officer" shall mean the Secretary of the Interior or a duly authorized <br />representative. "Project" shall mean the Fryingpan-Arkansas Project, Colorado. <br /> <br />H. "Recovery Program" shall mean the Recovery Implementation Program for the <br />Endangered Fish Species in the Colorado River Basin that was implemented through a January <br />1988 cooperative agreement among entities including the Secretary, the Governors of Colorado, <br />Wyoming and Utah and the Administrator of the Western Area Power Administration, and <br />subsequently extended through September 30, 2013.' <br /> <br />I. ARegulatory Capacity@ shall be defined $ it is in paragraph 6(b) of the Operating <br />Principles. <br /> <br />J. "Target Flows" shall mean the recommended mean monthly flows at the upstream end <br />of the 15 Mile Reach in cubic feet per second (cfs).
