Glen:wood Springs O,Qic.oJ; <br /> <br />As you are aware, Leavenworth and Karp, P,C. has been participating in the ReudiReservoir <br />2012 Agreement negotiating sessions on behalfof our clients: the City of Rifle ("Rifle"), the Town <br />of New Castle (''New Castle'), and the Mid Valley Metropolitan District (''Mid Valley"). All three <br />of these parties hold Reudi ReserV'oir Round II contracts and have been concerned with the potential <br />impact of the 2012 Agreement, and the use ofReudi Reservoir water for in-s1ream endangered fish <br />pUIposes, on their Reudi Reservoir water supplies. Rifle, New Castle, and Mid Valley all provide <br />municipal water services to growing populations. This water service is based, in part, on the <br />availability of water from Reudi Reservoir. As such, the reliability of Reudi Re8ervoir to meet <br />Round IT contract obligations is extremely important to the ability of these governmental entities to <br />provide essential services to their constituents. <br /> <br />By participating in the 2012 Agreement negotiating sessions, we feel that a number of <br />important issues related to the impact of the 2012 Agreement on Round II con.1ractees have been <br />raised, and partially addressed. We appreciate that the Bureau of Reclamation ("Bureall") has <br />agreed to assume the annual capital costs for the water to be provided under the 2012 Agreement. <br />The assumption of these costs by the Bureall will prevent these capital costs from being forced upon <br />Round IT contractees such as Rifle, New Castle, and Mid Valley when their contracts come up for <br /> <br />l:\2003\Clial.i:s\RI:6e\l.'iLeItcr~olm.:paaOl3roI.wpd <br />
