First, the preferred alternative in the <br />ROD is not functioning as envisioned. Second, historic operations may have been as beneficial <br />as any operation and with an occasional BHBF may provide as much benefit as any darn <br />operation. Third, given current hydrologic conditions, the BHBF can not exceed 45,000 cfs <br />because the water levels are below the emergency spillway gates. Thus, with some trepidation <br />staff is in favor of allowing this test to occur. If it works, we have a lot to gain. If it doesn't it <br />becomes the second recommendation of the scientists that has failed. <br /> <br />Recommendation <br /> <br />Staff recommends that the Board support this experimental flow with the understanding that <br />such experiment has something that all parties want and allow such experiment to be included in <br />the 2003 AOP. <br /> <br />Attachment <br /> <br />c: My documents!agenda18eCRAOP%GCDAMP <br /> <br />Flood Protection.
