They are: <br />May 15, 2002 <br />June 13, 2002 <br />September 19, 2002 (Final Consultation Meeting) <br /> <br />This is the second year of operations under the Colorado RiVer Interim Surplus Guidelines and <br />first time that an experimental flow release from Glen Canyon Dam may be requested that does not <br />conform to Glen Canyon EIS - Record of Decision (ROD). <br /> <br />Discussion <br /> <br />I thought I would take this opportunity to identify what should be included in the 2003 Colorado <br />River Annual Operating Plan (AOP). . <br /> <br />1. There should be a determination of whether or not there is any unused lower basin <br />apportionment and if so how that is distributed to other lower basin users. This has the effect of <br />reducing the amount of surplus water needed and thus the amount of interim surplus declared. <br /> <br />2. There should be a section that discusses whether or not Califomia is on schedule with <br />implementation of the California Colorado River Water Use Plan and the reductions in - <br />California agricultural water use discussed therein.
