<br />Agenda Item 23f <br />March 20-21, 2000 Board Meeting <br />Page 2 of 12 <br /> <br />· Denver Water (DW) and the Colorado River Water Conservation District (CRWCD) <br />have agreed that each will supply half of the 10,825 AF on an interim basis until a <br />permanent agreement for 10,825 AF can be provided. The CRWCD interim (10- <br />year) agreement was approved in January 2000 and is in the process of being <br />signed. The DW interim (IO-year) agreement is before the Board for approval at <br />this meeting. Work on the permanent agreements should commence shortly. <br />· The USBR has developed a "basis for negotiation" for providing the other] 0,825 AF <br />under a 10 to 15 year contract and discussions on that contract are expected to start <br />shortly. <br />· The CWCB will need agreements in each case to accept delivery of this water and <br />protect it to and through IS-MR. <br />· Delivery of 6,000 AF annually from Wolford Mountain Reservoir - Completed, <br />agreements between the CRWCD, Service and CWCB are in place. <br />· Implement Grand Valley Water Management to reduce diversions into the Government <br />Highline Canal by 28,400 AF annually. <br />· Contract between USBR and Grand Valley Water Users Association (GVWUA) to <br />construct canal check structures, Palisade pipeline return and Highline Lake pump <br />station - Negotiations are complete and the contract is in the signing process, <br />construction is expected to start November I, 2000. <br />· Contract between CWCB, USBR and GVWUA for $1,250,000 to provide the 15% <br />non-federal cost share. Money will be used to provide long-term operation, <br />maintenance and replacement funding for the improvements - Negotiations are <br />complete and the contract is halfway through the pre-approval process. Contract <br />has been sent to Reclamation to begin the signing process. <br />· MOA on Highline Lake operations between USBR, GVWUA and either Colorado <br />State Parks or the Colorado Division of Wildlife - This MOA has been on <br />temporary hold pending the outcome ofthe property audit between the two state <br />agencies and the USFWS. It now appears that Parks will be the likely owner of <br />Highline Lake. The Parks Board is considering a resolution concerning the <br />operation of HighIine Lake that should allow the project to go forward in <br />November as planned. <br />· Orchard Mesa Check Settlement (5-91 CW247) concerning the use of surplus "Historic <br />User Pool" (HUP) water in Green Mountain Reservoir has been decreed and operations <br />pursuant to the decree began in 1998. <br />· Protection of surplus HUP water in Green Mountain Reservoir in excess of the Orchard <br />Mesa Check Settlement through various Municipal and Recreational Agreements - these <br />agreements are under negotiation. <br />· Coordinated Reservoir Operations to enhance the spring peak - Coordinated Reservoir <br />Operations to enhance the spring peak in the 15- MR have been conducted each spring <br />since 1997 and have successfully enhanced the peak each year by up to 20,000 AF over a <br />7 to 10 day period around the peak.
