<br />Briefing Paper, Proposed Language and Supporting Material To Extend <br />The Authorized Periods for Appropriation and Implementation Within PL 106-392 <br />May 2002 <br /> <br />Page 3 <br /> <br />and the San Juan Recovery Program to extend the authorized periods for appropriation and <br />implementation within PL 106-392: <br /> <br />PROPOSED AMENDMENT <br /> <br />An Act <br />To extend the periods of authorization for the Bureau of Reclamation to provide cost sharing for <br />and to implement capital construction projects associated with the endangered fish recovery <br />implementation programs for the Upper Colorado and San Juan River Basins. <br /> <br />Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, <br /> <br />Section 1. PURPOSE <br />The purpose of this Act is to amend Public Law 106-392 to extend the authorization period <br />for the Secretary of Interior, acting tluough the Bureau of Reclamation, to implement capital <br />projects for the Recovery Implementation Program for Endangered Fish Species in the Upper <br />Colorado River Basin and the San Juan River Basin Recovery Implementation Program. <br /> <br />Section 2. AMENDMENTS TO EXISTING AUTHORIZATIONS <br />Public Law 106-392 is amended by the following: <br />(1) Section 2(1) is amended by inserting "and extended by the Extension of the <br />Cooperative Agreement dated December 6, 2001," after "September 29, 1987". <br />(2) Section 3(a)(2) is amended by striking "fiscal year 2005" and inserting in lieu <br />thereof: "fiscal year 2008". <br />(3) Section 3(a)(3) is amended by striking "fiscal year 2007" and inserting in lieu <br />thereof: "fiscal year 2008". <br />(4) Section 3(b), "Cost of Capital Projects" shall remain as enacted; except that: <br />a. "fiscal year 2005" in Section 3(b)(l) shall be stricken and replaced with "fiscal <br />year 2008"; and, <br />b. "fiscal year 2007" in Section 3(b )(2) shall be stricken and replaced with "fiscal <br />year 2008". <br />(5) Section 3(c) shall remain as enacted, except that: <br />a.
