PURPOSE <br /> <br />This section describes the intent of this legislation. <br /> <br />Section 2. AMENDMENTS TO EXISTING AUTHORIZATIONS <br /> <br />This section amends two distinct authorities provided by the Congress for the implementing <br />of capital projects associated with the Upper Colorado Recovery Program and the San Juan <br />Recovery Program, namely appropriation authorization to pay for those capital projects and <br />authority given to the Secretary of the Interior to implement the capital projects using the <br />authorized federal funding and contributed funding specified in PL 106-392. This section extends <br />to 2008 authority for the Secretary of the Interior to implement capital projects for the Upper <br />Colorado Recovery Program and the San Juan Recovery Program. <br /> <br />Under existing law (PL 106-392, which this legislation modifies), authority for the <br />Secretary to carry out activities associated with implementing the Recovery Programs' capital <br />projects will expire in fiscal year 2005 for the Upper Colorado Recovery Program and in fiscal year <br />2007 for the San Juan Recovery Program. That authority is extended tluough the end of fiscal year <br />2008 by this section. The appropriation authorization period is also lengthened; however, the total <br />costs of the capital projects undertaken for the two recovery implementation programs remains at <br />the same authorized level of $100,000,000 as specified in Section 3 of that Law. The capital <br />project implementation authorization period for the Upper Colorado Recovery Program is extended <br />from 2005 to 2008 and for the San Juan Recovery Program from 2007 to 2008. <br /> <br />[SUGGESTIONS FOR WORDING OF OTHER REPORT SECTIONS ARE NOT PROVIDED] <br />
