The Bessemer shares will be used to offset depletions from 16 wells that will
be included in a Substitute Water Supply Plan. Please see the attached Project Summary
and map.

Pro led Sponsor

CWPDA is a non-profit Colorado corporation whose primary purpose is to assist
members in complying with the rules that govern groundwater pumping in the Arkansas
Basin. Membership in CWPDA consists of the owners of 819 wells located in several
counties from Leadville to John Martin Reservoir. Total depletions form all CWPDA
member wells amounted to about 18,000 acre-feet in 2000.

CWPDA owns about 200 acre-feet of water but is intending to begin a program of
acquiring more replacement water for well depletions in the future. At present, most of
the water that CWPDA uses for replacement is from the Fryingpan-Arkansas Project and
Fry-Ark return flows as well as leased water.

.

"

Flood Prutection .
