the Joe Wright Reservoir at a total project. cost of over $7 million..
This is a water. supply project for the city of Fort Collins. We admin-
ister this under the Reclamation Small Projects Loans. Andcat-the:end
of January, it was 75 percent complete, with expected deliveries of .
water later this year.:

Another related. activity--we had some activity: on Horse Tooth Reservoir
mOdifying. the outlet from the Soldier Canyon Dam, and this will facili-
tate water deliveries from the CVT to a number of municipal agencies.
near Fort COllins.: The first water ~elivered is expected this spring.

I

Now, I would like to discuss some of our study activities in the Lower
Missouri Region. Firs~, we have Coal Creek, which is a part of the
Front Range Unit, located just north of here. This is a full feasi-
bility investigation of project development for municipal and industrial
water supplies for the communities of Louisville, Lafayette, Superior,
and Erie. We expect to complete the study in FY '80, and this is a full
feasibility study. We are right now involved in engineering, geological,
and environmental studies.. And, hopefully, this will lead to a document
which will allow Congress to authorize the full project.

Another related study activity--we have been working closely with the
state of ColoradO and the Forest Service in. evaluating the Cache la
Poudre as a possible wild and scenic river. We have made input from
the other side of the coin. We: have been. looking at economic benefits
associate~ with the Cache la:Poudre and what trade-offs there might be
between economic development for power. facilities as opposed to preser-
vation under the wild and Scenic Rivers Act.

We have also had a number of inquiries interested in the Cache la poudre
area about. water resource deyelopmentstudies.

During the,~ast year, we did complete a study on the enlargement of the
COloradO-Big Thompson Project for a pump storage facility located. between
pinewood Reservoir and Carter Reservoir. This is under consideration
for a full feasibility study now. We also had some lOW head hydro-
electric facilities which might be possible, also in conjunction. with
irrigation facilities. We have requested feasibility authorization for
all those activities.

Also, on the COloradO-Big Thompson Project, our agency has been.respon-
sible. for the preparation of the environmental impact statement of the
Windy Gap Project.. I understand now that the filing is due within the
next several weeks, a draft of that statement, and the final is scheduled
for September of '79.

I

.We have had a number of other studies going on of a general or basinwide
nature, and the first one is the Republican River Water Management Study,
which was initiated in 1978 and will continue for quite a number of
years--to 1983. This is an inter-agency effort involving Colorado,
Kansas, and Nebraska and quite a number of federal agencies. We are
looking at present. and future water needs and looking at analyzing surface
and subsurface water supplies.

-6-
