And as I said, there are more <br />details in the blue book. That presents the completion of my report. <br /> <br />MR. STAPLETON: May I' ask: are you doing anything in regard to redesign <br />of the Fruitland Mesa, or is that being done locally? <br /> <br />MR. RINCKEL: No, we have no funds at all for Fruitland Mesa. We are <br />not doing anything either on Fruitland Mesa or Savery-Pot Hook. <br /> <br />MR. GORMLEY: Mr. Chairman, I think it is correct that the Colorado <br />River Conservancy District has put some funds into that district to help <br />to do some preliminary planning. <br /> <br />MR. RINCKEL: Yes~ that is true~ Mr. Gormley. The Colorado River Water <br />Conservation District is looking at funds for Fruitland Mesa, and we are <br />supplying them with whatever data we'have that is available for use. <br /> <br />MR. STAPLETON: <br /> <br />MR. JACKSON: <br />Grand Valley. <br /> <br />Are there any questions from members of the Board? <br /> <br />A very small one. I can't read your governmentese here on <br />What is a "negative determination of environmental impact"? <br /> <br />MR. RINCKEL: In the environmental regulations, you have two rules to <br />follow. If there are major environmental impacts created by the project, <br />either plus or minus, then you must file a draft environmental impact <br />statement and hold a public hearing and then go to your final. If the <br />environmental impacts are not major, you first issue an environmental <br />assessment, and if, after review, the impacts are still minor, a negative <br />determination is made, which completes the circuit on. that, on the <br />environmental reports.necessary. <br /> <br />MR.
